Why do so many jokes have a part where they say "without blinking..."?

Okay, I've realized something about most jokes I read.

Like this one: '

A female computer consultant was helping a smug male set up his computer and asked him what word he would like to use as a password to log in with.

He told her to enter, "Penis." Without blinking or saying a word, she entered the password. She then almost died laughing at the computer's response:

***Password Rejected. Not Long Enough***

Most of the jokes have a person do something "without blinking".

Does the same person write all of these jokes?

That's just another way of saying the person wasn't surprised by whatever.
